Unable to decide between commuter or off-campus status.

This is not directly relevant to me, but I’m asking for my boyfriend.
He is an independent student, but he currently lives with his parents. However, he has been paying part of the rent and other expenses. He apparently made his status “commuter” for the first year at his school, but I was wondering if he can change it to “off-campus”. He has been financially supporting himself and his parents also keep coming to him for money because they’re “poor”. I don’t really think he would fall under the typical “commuter” status, but he stated that he is on his FAFSA app for 2017. (Apparently he wasn’t really sure about his status)
We did change it to “off-campus” for 2018 because we were considering on living together, but we’re not able to now because of other plans. But my boyfriend still got his 2018 financial aid packaged as a “off-campus” student recently. So would it be possible to keep it as off-campus, or would it be an issue because of what he wrote last year? Or would he still be a commuter because he lives with his parents?
Thanks in advance, I’ve been trying to look for answers on this matter.

He should contact his school’s financial aid office.

Some colleges have a different COA for on campus, off campus (pay rent and utilities), and living with parents and commuting.

Need based aid depends on EFC and COA.

If he pays rent to his parents and supports them, then maybe the school can let him use off campus status.

Did he have a big difference in FA from 2017 and 2018? I doubt it would make much difference.
