I am not sure why we are discussing different states limits on OOS. Doesn’t it depends on their population growth, tax revenue/state funding and number of schools in the state? When CA cut funding UCs admitted more OOS to make up the revenue. As @wstrav mentioned, rust belt states have stagnated economies and population growth so they are recruiting more OOS to keep their student population same.
Owning a beach house would not mean your parents pay income tax in NC. They may pay real estate tax, but this money does not support the state schools. Nonetheless, each state has its residency requirements and no state would consider owning a vacation home in state without you living there over half the year, paying income taxes and having driver’s licenses and voting in NC.
Is getting an email asking if you’re still interested in Honors College an indication you will get in?
@2017college009: While your parents pay taxes in NC, your “domicile” – i.e., your legal residence – is in NY. The UNC Admissions Policy, here http://www.admissions.unc.edu/files/2013/09/Admissions__Policy.pdf, states in the Undergraduate Admissions section that “preference for admission shall be given to qualified residents of North Carolina . . . .” So you have to actually live in NC in order to qualify for in-state tuition. Guys I had to send a 1190 SAT and I have a slightly below average gpa for UNC admissions. But, I have super strong legacy and my grandfather is a huge donor of the school. I’ve also been in contact with several people including UNC basketball’s assistant coach about my possibly working with the athletic videography team (however I only got in contact with him like 3 days ago, so very late in the process). Chance me. I am OOS.

@Eeeee127 Last year, as soon as they posted that, they sent the first email after 3:00pm. and decision the next day after 4:00p.m. I am super nervous.
Scary for a second. The 40,000 is all applications as of January 18 and RD deadline was January 15.
Yes, to be clear, the 40,000+ is ALL applications received. Not just EA. And it says UNC expects to enroll 4,200 of those - or just over 10%. How many total acceptances will need to be sent to achieve 4,200? At least 10,000?

@crimsonmom2019 it definitely wasn’t sent to everyone but we’re not sure what it means. However, it seems unlikely they would send that email to people who they are not interested in so it’s a good sign
Property taxes on even a very expensive beach house are a pittance when compared to a resident family’s overall investment in the state. It’s where you spend your daily money - groceries, gas, entertainment, education etc. All tax revenues feed the overall health of the economy of the state. Being a resident means you have supported the primary/secondary schools, you have paid income taxes, built a life in the state. Being a resident means that you have invested in the state both physically and monetarily.
Oh oops yeah 40,000 early action seems like a lot so it makes senese it would be total

@crimsonmom2019 Nobody is entirely sure, but it wasn’t sent to everybody. I received it (in-state) and I would say that it is a good sign, but that’s only my perspective, I don’t have any evidence to support that.

So the data being released might infer a decision sooner than Friday?
