If a school says that applicants with a 3.0 or higher are most successful in getting in, does that mean they probably discard those under 3.0 immediately? I will likely have a 2.9 something before 2nd semester, and above 3.0 by the end of 2nd semester, but Im not sure if they would discard it before they see the mid-term grades. The average gpa is 3.3 and 50% admit rate, so that means there have to be a lot of people under 3.3 who are admitted because many with 3.8s and 3.9s are admitted and still enroll elsewhere. Anybody know?

If the recommendation is for 3.0, it will decrease your transfer acceptance. However, your entire application will be considered, especially if you have higher grades in your intended major and the lower grades are in electives, etc. It is prudent to call the transfer admissions office to arrange for an interview, or phone conference regarding your application, GPA, intended major and any other extenuating cicumstances (health, learning style vs. teaching style for a particular course, other distractions, employment, etc.). This will give you an opportunity to present your application and any circumstances surrounding the GPA. The college is seeking applicants who will continue to be successful in their program and contribute to their major in a positive manner. Go for it.
