Some of the information on this site may be a little out of date.
For any school that interests you, check its Common Data Set, section H6, which should indicate whether it gives aid (need-based/merit) to internationals, as well as the number of grants and average amounts in the referenced year.
Many public universities do not give aid at all to internationals (but again, check the CDS to be sure, if a school interests you). The University of Alabama guarantees large merit scholarships for specific minimum stats; some of these apparently are available to internationals.
Many selective LACs do grant relatively generous aid to internationals. However, most of them do not have engineering programs. Exceptions include Harvey Mudd, Swarthmore, Trinity College (in Hartford CT), Union College, Bucknell, Lafayette, and Smith College (women only).
