<p>California's tax structure is so mixed up that we give tax rebates to corporations that don't pay taxes and we underfund education. We have one of the most challenging mixes of students to educate and we come in 44th in per pupil spending. Gov. S. "borrowed" $2 Billion last year from the education budget, and although he gave his word the money would be back this year, he has changed his mind and the budget continues to underfund schools even under the Proposition 98 formula.</p>

<p>California's economy is directly tied to its education system and we should not settle for anything less than great.</p>
