University of Minnesota Twin Cities vs University of Madison - in physics

So, I am transferring out of a small school, around 10,000 students, here in Minnesota, and I am deciding between Madison or Minnesota. I got accepted into both, but haven’t heard much back yet about scholarships. I life about equally between both campuses, about 2.7 hours, and sort of care about the look of the campus. I like Minnesota better, but I feel like that is just my bias that has been passed down from my family. I am a double major in mathematics and physics, but only really looking to go for physics.

Which one has a better academic program for physics and why?
I am more for quantum and particle theory, not so much as applied.
(Also who has a better library, that is where most of my time is spent anyways).
