University with good undergrad Computer Science course and International Need-based Financial Aid?

I’m a high school student who’s going to graduate in 2016. So far, I haven’t had any success in finding schools that meet these requirements since it seems that most colleges with good Comp Sci courses don’t offer need-based grants. Btw, my SAT and TOEFL scores are 2290 and 110 respectively and my GPA is 3.5. I’d be grateful if someone could suggest a good school that is in my range and meets all the aforementioned requirements.

How much can you and your parents pay?

A few of the schools listed at http://automaticfulltuition.yolasite.com/ may offer their merit scholarships to international students. You may have to ask each school to find out the details.

My family can pay a total of 15,000 USD

Be sure to look at schools in your home country as well.

Is that $15k per year? or $15k total for all four years?

With your GPA, you probably wouldn’t get into the schools that give lots of need-based aid to int’ls.

You’re going to need to look at the schools that give lots of merit based aid to int’ls. You’re going to need at least free tuition, if not more.
