@skieurope Source on the quotas being illegal for private universities? As far as I can tell, the way that the Bakke decision is written only outlaws quotas for public or other government institutions.

It upheld affirmative action, allowing race to be one of several factors in college admission policy. However, the court ruled that specific racial quotas, such as the 16 out of 100 seats set aside for minority students by the University of California, Davis School of Medicine, were impermissible.

TL;DR - Essentially what the above means is that while an admissions office can take into
account race when making a decision for a specific student, the act of having a quota -
or a set amount - of seats reserved for a specific demographic will be “subject to strict
scrutiny.”
I know that this is quite vague, however, such is the nature of the US Supreme Court
decisions.

Although this decision was made of a discrepancy originating in a public university, the issue in
question (Affirmative Action / URM admittance procedures and regulations) is a policy which
affects all admissions offices of institutions of higher education. Therefore the verdict affects all
colleges and universities, not just public ones.

To be completely honest, if I get rejected/denied/waitlist, having to do the rest of my regular decision essay is gonna be way worse than not going to penn.
