Which school do you think will provide better undergrad education for someone planning to go to law school? For neuroscience and philosophy double major, what is the average GPA (just a crude estimate) at each of the two schools?
You need to give us more information. The academics are basically a wash. The decision should be made based on other factors. If you’re looking for the quintessential college experience (beautiful campus, strong undergrad focus, top-notch sports), Duke may have a slight edge. If you’re looking for a slightly more international/diverse crowd, Penn may have the upper hand. Average GPAs at both schools are in the 3.7 range for law school applicants. Average LSAT scores are also very similar (Duke is 164.97, Penn is 164.58).

TLDR: If you want a traditional college experience → Duke; If you want to escape the “bubble” → Penn

I would say it’s where you would prefer to live for four years. Both excellent. For my money I would go to Duke for the collegiate experience and for the Duke alumni network. If it where business school it’s Penn. for your path Duke. But you really can’t go wrong. But you can go right. For you.
If possible, visit both. If not, Duke makes more sense according to little information you offered. From medical school admission point of view, transfer at this point is a risky decision as both of these schools are big and competitive so GPA hit would undermine any advantage gained by the transfer.
