Can i apply to Harvard EA and University of Maryland EA

Harvard says that i can apply to public insitutions under non binding programs beginning in the fall. But this is very ambigious and is obviously not clear.

Has anyone applied SCEA and EA, specifically to Harvard and another State School.

In Single Choice Early Action, you cannot apply early action anywhere else. The "exceptions" deal with schools that don't have an early action program at all but allow you to apply early (like schools with rolling admission). In just plain Early Action, you may apply to as many non-binding Early Action schools as you like. Check your schools to make certain though, as different schools have different requirements.
