If you apply to any of the combined programs and you don’t get in, on the upenn website it says you can still double major in lets say engineering from the engineering shcool end economics from the wharton school. So, the box it lets you check as your single degree program should be what? Should you check wharton or the school of engineering?

You check the school you wish to be evaluated for if you do not get accepted to a specialized joint-degree program. The dual degree program (the one you are mentioning) is something you gotta apply for later post-acceptance.

so if you apply to the engineering school, you can still get a double major from wharton?

You are applying for Jerome Fisher. If you do not get into the program, you pick either SEAS or Wharton as your back up (as indicated on your app). SEAS is easier to get into if you were not aware. If you get into your second choice and choose to go to Penn, I believe that you can attempt an internal transfer to the Jerome Fisher program, but good luck with that. If you choose Wharton as your backup and get in, you can minor in engineering at Penn. If you choose engineering, you can take classes at Wharton, but I am not sure how many are open to non Wharton students.
