I just checked the online application portal, and I am accepted into Penn State. They never mentioned anything about me receiving a merit scholarship. Do they send scholarship information in the mail, or would it have been online in the portal? (PS. I didn’t apply for financial aid)

I do not believe scholarships are awarded this early. The priority deadline hasn’t even passed yet – plenty of students have yet to apply.
Per the attached page from Penn State’s website you have to have submitted a FAFSA to be eligible for their scholarships. You say you did not apply for financial aid - if that means you didn’t submit a FAFSA then you are not eligible for any Penn State scholarship money.
