US News Masters/Baccalaureate

I was wondering why USNews has 4 rankings and why some believe the Master's ranking for instance isn't as good as the LAC or National Univ? I've heard some say, "The top 10" are fine but unlike the other listings, they drop quicker in appeal.
Now I like some college lower on the rankings, I don't mind it personally, but a college that is number 10 for Masters isn't the same as the LAC ranking.

The Master’s and Baccalaureate rankings are divided into four different regions. Thus, a top 10 Master’s university in a given region is actually Top 40 nationwide.

USN&WR reports raw scores in addition to rankings. You can see for yourself how quickly the raw scores drop off as you move down the rankings.

What is the reasoning for dividing the Master’s and Baccalaureate level schools into 4 regions and can they be compared across regions? Is it just too many shear numbers of colleges/universities nationwide once u move beyond the top national uni’s and top LAC uni’s?
