did they apply for scholarship or the school just selected a small proportion of students to offer scholarship
you had to apply by the December 1 deadline and from that pool of applicants, the school selects a small portion of the students

mine says academic year 22-23 even though I didn’t apply to fin aid
recently is there something different in the portal? (asking for those who did not apply for financial aid)
Click on academic year 22-23 it will take you to another sheet
mine says “The Planning Worksheet is currently unavailable. Please check back later.”
