hey guys!
for USC i received an email that they want my parents tax papers, my tax papers, and a proof of citizenship. Have any of you guys been asked for the tax papers, and should I be happy...is this a good sign?

No, this is a normal procedure. ALL applicants to USC are expected to submit their own and their parents taxes/financial documents. In fact, you should submit these papers/documents as soon as possible as the priority deadline for submission has already passed.
