UT Austin chances/Cockrell School of engineering chances

Hi I'm a high school senior at Round Rock HS just a little ways up the street from UT A. I'm a half vietnamese and half Kenyan male and also a canadian citizen, but U.S. permanent resident. Sadly, I'm not an auto admit for UT and I am in the top 11% of my class but I want to get into the Cockrell school of engineering soooo bad. Do i even have a chance? And do i have a good shot of just getting into the regular admissions???

Stats:

Unweighted GPA: 3.7/4.0
Weighted GPA: 4.99/6.0
Ranked: 68/640
SAT Scores: (600 Reading, 700 Math, 600 Writing)
ACT: ...bad
Courses: 11 Pre-AP Classes (9-11th) and 7 AP Courses through high school. This year is looking like AP Stat, AP Environmental Science, AP Lit, AP Macroeconomics, and anatomy & phys.

Extracurriculars:
I'm an Eagle Scout and I'm highly decorated as a boy scout with awards like OA and Triple crown too
I've ran Varsity Track since sophomore year and I won the district championship in the 300m hurdles and was a part of setting a new school record in the 4x400m relay and also placed 6th at the Texas Relays in the 4x400 at UT!
I'm in National French Honor Society, HOSA, NHS, Mu Alpha Theta, and Class Council.
I do way too much volunteer work through boy scouts and I also do alot for my church through festivals and food drives.
I'm a part of the African Council at my church and also the Asian Council
I'm a lifeguard and a Jr Lifeguard Course Counselor
Oh and I also got the AP Scholar Award

I'm praying my diversity and involvement can highly make up for my bad rank and mediocre test scores, but I feel like I have a well rounded app. I know Cockrell is way tough so just let me hear some thoughts!

If anyone cares… I got CAP’ed and I had never been more devastated in my life, I’ve wanted to go to UT since I was 5. However, I had a really good senior track season so I contacted the T&F coaches and now I’m going to be a Longhorn!! Just committed today. So excited for the future, #UT19. Never give up on your dreams guys.
