I wish I had information I could share, and I’ve gathered various reports about the merit process. My impression is that the larger and full scholarships don’t appear to be based mainly upon objective, academic performance. From online reports and accounts from friends and private messages, I am aware of some students offered major academic “merit” awards, but had lower test scores and inferior coursework/GPA than students receiving a lesser or no award. I can only guess that larger 4-year or full tuition scholarships favored subjective extracurricular achievements of some type, those who had indicated as a URM, were children of major donors, had political or university connections or some other unknown hook. I can’t recall anyone mentioning Stamps specifically, though. Perhaps their foundation’s criteria are different than the university awards?
