I was thinking that most colleges just ask for an art supplement. So, can materials showing other areas of your interest like a RC car for someone interested in robotics, a unique project in community, sports highlights, a particular software one has designed etc. be sent as supplement or not??

I seriously doubt it. When they say art, they specifically mean art. I know MIT has what’s called a Maker Supplement (which I think is largely unique to the school) where you can showcase projects that you worked on and stuff you built; if the college you’re applying to doesn’t have something similar and only has an art supplement, just talk about that stuff in your EC’s or essays, because you won’t be able to send materials showcasing your work directly.

Also, unless you’re planning on being recruited, sports highlights won’t really be much of a help and more of a waste of time even if you could send it in (imho).

Do you really think harried admissions officers want to spend time watching your video, when I verbal description on your application would give them the same information?
