Wait List Questions and Help

I got wait listed at 4 schools this year, and U of Delaware was one of them that I really wanted to go to. Other wait listed schools were Rutgers NB, Lafayette, and TCNJ. I am really worried I might not be admitted off the wait list, and was wondering if any one had information on the wait list statistics for these schools? I have no found any sufficient data yet.

Moreover, I am planning on submitting a wait list follow up letter. However, I have many questions.
-When should I send the letter? Some say send it as soon as possible, while others say send it late- April through early May so the admissions officers wont forget about it and since that is when students are beginning to get admitted off the wait list.
-Who should I send it to? And is an email or mail/, fax, or combination the best for this?
-If I include a letter of rec, does it have to be from a teacher or can it be from someone else, like from work, for example.
-Should I state that each of them are my top choice schools to boost my chances?

If you search for the common data set for each school it will show you the WL results from past years. However, these can change from year to year. It OK to try to get off the WL. However, you need to have other plans because it is highly unlikely.
