What if one did not apply to Wharton because they were not sure they wanted to go to undergraduate business school and instead went to Penn CAS. However once there they realized that they were sorry they did not apply to Wharton. (I am not talking about someone who was not as strong academically or extra curricular wise who might try to back door their way in, but someone who had amazing business experience, grades, scores and would have been a compelling candidate for Wharton if they had applied). I have heard it is hard to transfer in, but does anyone know what the process is and how many actually do so?

The coursework requirements are on page 6 & 7 of the PDF linked to at the site above.

Internally, my understanding is that the transfer is strictly "by the numbers" - if there are 15 spots available, then the top 15 GPAs are offered.

Thanks. I did not read it yet, but it seems that the link is for those transfering into Penn from other schools. I am referring to someone already at Penn in Arts and Sciences who would have been a compelling candidate for Wharton in the first place, who choose not to apply to Wharton as a freshman and is currently at Penn CAS and wants to transfer into Wharton after the freshman year.

i think you want this link

please refer to countless other threads on this topic already.

the transfer process is difficult because the sole criterion for transfer is gpa, and the number of seats is limited.

Thanks. Isn't that average hard to get because of how grades are curved?

yep, that's why it's difficult.
