My senior year I intend to take AP Govt/Econ, AP Lit, AP Calc BC, AP Bio, AP French, and Physics Honors. Please note that the classes I have taken and plan to take are the highest level classes allowed at my high school for each grade level(my high school is in a low-income area, and my family is also low-income if that makes a difference). My PSAT score from my sophomore year was 1130, and I just took it again as a junior(better prepared and hopefully scored higher). I am in Key Club, NHS, CSF, OCAD, and Quiz Bowl at my high school. Also, during my sophomore year, my high school was under the threat of being put under the authority of a “Charter Company”. I created a club, which I wont name, to combat the situation.
So, with all of this information in mind, what are the chances of me getting into an Ivy, specifically UPENN and Yale? I intend to be a chemistry and psychology double major, either going onto medical school or attaining my teaching credential upon receiving my bachelor’s.

It’s really hard to rank a junior since you only have 9th and 10th grade grades, and junior and senior grades are the most important. Without an actual SAT or ACT, there’s definitely no way to chance. 1130 is low but your sophomore year PSAT really says (next to) nothing accurate, so no chance thread would be accurate.
