Chico state like all Cal States except Cal Poly SLO admits by eligibility index and major. So what is your intended major?

You need to calculate your CSU/UC GPA using grades from a-g courses taken 10-11th.

Since your non-local, you will need a higher Eligibility index so think around 850 or higher for the best chances and it can be very major dependent.
Average CSU GPA for Chico State: 3.45
Average ACT GPA for Chico State: 22
Definitely worth an application but apply to your in-state schools and make sure you can pay around $36-40K/year to attend since OOS students get no financial aid at the Cal states.
My intended major is Computer Science which I think isn’t impacted

Applying through WUE will save you some money and CS is not impacted at Chico State but it does not guarantee you an acceptance. I would apply to several of your in-state schools along with a few other Cal States that also participate in the WUE.

You are on the bubble with your current stats - your fate will be decided by the strength of the applicant pool. I’d take another shot at the ACT. another couple pts would give you a margin of comfort.
Other WUE schools with solid CS programs you’ll probably make it into - Sac and CSUEB in CA - elsewhere - UNR, Boise State, CO State, MT State, MT Tech, U of Utah, Utah State and WA State are all worth a look

Scroll down to Freshman Admissions and you will find that your stats are nominally below average so, it is a match to a slight reach.
