Cal Poly admits by major, so average stats are essentially meaningless. Some majors are extremely competitive, others less so. Unless you have a specific major in mind, it’s not possible to gauge your chances.
It also makes a difference whether you a California resident, and whether you are within Cal Poly’s service area specifically.
Which Cal poly Pomona or SLO?
SLO will be Reach based on stats especially low GPA. Pomona could be a Match to High Match depending upon major. Neither schools will consider SAT subject tests.
Both, Computer Science, and if that is true should I just not take the subject test and go for the a higher SAT score?

CS at Cal Poly SLO has less than a 10% acceptance rate so consider it a High Reach school even with a higher SAT score. CS at Cal Poly Pomona is impacted so although you have a competitive SAT score, your GPA may still be an issue so definitely not a guarantee there. I would apply widely to the CSU’s. Taking the subject test will not help your chances at these schools.
SLO, probably not. CPP, maybe for CS. Be sure to list a less competitive major as your alternate and you’d be a likely candidate.
I"d also apply to SDSU, CSULB and Fullerton.

Some Cal states consider a 2nd choice major so if you do not meet the admission criteria for your first choice, they may consider you for your 2nd choice. SJSU/Cal Poly Pomona do consider alternate/2nd choice majors. In some instances also Cal Poly SLO.
With your stats you’re not likely to get into Cal Poly SLO for CS. Probably your only shot is if you live in SLO county or northern Santa Barbara county (the local admission preference area). If you truly want to do CS, I would not apply for a different major just to go to SLO–it’s very difficult for you to transfer into CS once you’re there. Apply to CS at a variety of other match schools–your best shot might be at your local Cal State–what’s the nearest Cal State school to where you live?
