What are my chances? Help needed!

<p>I was wondering if I have any shot at getting into a tier 1 school. Maybe Cornell or UPenn, although I think I'm kidding myself. I'm an african american freshman at a Historically Black University currently looking to transfer for the Fall 2010 semester. My high school gpa was terrible at only a 2.5, for lack of effort.</p>

<p>So far my college resume looks like this:
27 ACT
3.7 gpa this semester with only about 15 credit hours, next semester will be 20 hours.
Freshman Senator on Student Government
Working a job with the state while in school
Leading a campus ministry
Hopefully some community service hours by the end of the year</p>

<p>Any help or advice would be appreciated.</p>

<p>Any advice would be appreciated and any suggestions on schools.
