What languages and have you had any certified through SAT subject or any other way?
What’s the highest math you’ve completed? Did you get an A?
Finance is one of the hardest majors to get into for business. Why not apply for Agribusiness (several concentrations) at Cal Poly Pomona? Excellent job prospects.
Cal State Sonoma is a good match for you too.
Any chance you can study and retake the sat?
No chance at GWU nor Syracuse I think. But you may have a shot at other universities - see below.
Fortunately there are quite a few test optional universities.
Run the NPC on St Mary’s of California, LaVerne, Pacific Lutheran, Carroll in Montana, Beloit, Luther, Concordia Morehead, Gustavus Adolphus, St Kate’s in the twin cities, Kalamazoo, Susquehanna, Hobart& William Smith, Lycoming, Wheaton MA (not IL!)
You may have a tiny shot at Berea.
Look at Cornell, Iowa, special course structure. If you like it, run the NPC.

Thank you for the recommendations, unfortunately I’m not interested in religious schools. If you know any non-religious schools with my stats, that will be highly appreciated!
Highest math is Pre-calc with a B.
Finance is an option but I’m looking towards Health-admin.
I’m thinking of taking the Dec SAT? Any pros/cons with that choice?
None of the schools above are religious in the sense that they’re related to a religious group but aren’t evangelical such as requiring mass or church, Bible study, etc. They may require ethics/philosophy/history of religions classes but most colleges do (Most private colleges were founded by religious groups).
If your highest math class is precalculus with a B I strongly recommend you not apply for finance (best chance would be calculus or precalculus honors with an A).
Least or non religious at all: Kalamazoo, LaVerne, Beloit, Susquehanna, Wheaton MA, HWS, Lycoming.
What about the foreign language question?

Cal states admit by Eligiblity index and major so if your CSU capped weighted GPA is 3.2 and SAT is 1100, then your EI is (3.2 x 800) + (1100)= 3660
If you are not local to Cal State Northridge, you need an EI of 3800+ to be competitive. If local, then an EI of 2950+ is good.
SJSU’s Finance EI threshold last year was 3400 so that looks like a possible Match school.
Chico State around a 3700 is competitive so you are close but not a guarantee.
Cal state Long Beach, if local then you have a chance at Undeclared. Non-local you are looking at an average CSU GPA of 3.6 and SAT of 1250 to be competitive for Finance.
This link has the average CSU GPA and test scores for Freshman admits by campus which can help you find some good Match and Safety schools:

Foreign languages are french, finnish, swedish, arabic, and italian. I have not tested for them
Ok, one thing you must do ASAP is register for the subject tests in French and English literature in November,if that’s even possible - you’d be a “standby candidate” and I don’t know if it’s possible. Otherwise, register for the December tests. Prepare using the big book of subject tests and Erica Melzer “reading/English” books.
Finnish, Swedish, Italian = email the countries’ respective cultural center or consulate, asking whether they have any sort of language certification for heritage speakers so they can show their language skills to colleges or employers. (You may not be a heritage speaker but that’s not the point here).
Cal State Sonoma and UCM look like decent matches.
