Also, does the personal essay have a big impact in admission chances

Will your parents pay the high OOS costs for GTech, VTech, tOSU, Purdue, etc?

money is not the main problem. After i get accepted to these colleges, thats when i will see which colleges offer more money.

None of the OOS public would offer you much, if any, money. Not for need based and not likely for merit based either. UIUC would be a very high reach as their computer engineering is extremely competitive. Even Purdue would be a reach for you.

PSU UP is not happening with a 2.85 UW.
