What are my chances of getting into Penn State?

I’m entering my Senior year of highschool and I wish to go in a career finance related.
GPA
Freshman: 3.2
Sophmore: 3.3
Junior: 2.7(had a flop quarter)
My highschool does not give weighted GPAs however I have taken honors class whenever possible. Aps I have taken so far are AP Euro(3) and AP Statistics(3), Honors Humanities(Not a AP but guaranteed credit a certain university and colleges in NH). My senior year I plan to take AP Macroeconomics(Online), AP English Literature, AP Computer Science(Online), and AP Calculus.
The AP classes my school offers but I did not take is AP Biology and AP Chemistry.

My SAT score is 1820 cumulative Math:650 Writing:580 Reading: 590 I have not taken the ACT yet.

Extra curricular:
Math team 3 years
Student Council 2 years
Soccer(2 years JV and 1 year Varsity)
Track(300m and 100m hurdles) 2 years
Lifesmarts 1 year
Granite State Challenge 1 year
My school doesn’t have a chess club but I’ve been playing competitive chess my whole life (ELO 1750)

I know the college has rolling admissions. I plan to take the SAT again. Should I apply now or wait until I get my ACT and SAT scores back?

I forgot to mention that my class rank is 23rd in a class of 100.

Penn state is a reach because of your GPS and the “flop” quarter. They don’t wasn’t you flopping out at Penn State. If admitted you may be assigned to one of the branch campuses.
