I know that my GPA is much lower than I would like, but overall I had A’s in all my AP (harder) classes and generally lower grades in my less intense classes (Honors classes, which for my school are easier than APs). Hopefully, my SAT and Extra Curriculars can help improve my chances.

What is your unweighted GPA?
Your stats are very much in line with the many highly qualified applicants to Notre Dame. Extracurriculars seem solid and diverse - sports, politics/social justice/legal/debate, service and scouting. ND likes Eagle Scouts, and will focus on your project and what it says about you as much as the Eagle rank award itself.
You note that you got mostly As in your AP classes but performed worse in your Honors and other less intense classes? At the same time, your AP scores topped out mostly at 4 (not a bad score at all but it will be viewed in the context of getting an A in these courses). I would concur with suzy100 that your unweighted GPA will have meaning here - that is, how are you actually doing in your classes unadjusted for “difficulty”.
As to your question, “What are my chances”? Obviously your essays will be a factor here but based on your visible information and without any “hooks” (legacy, URM, first gen, etc.) your admission chances are perhaps 25% - 30%. Which just means that you will fall into the large pool of well qualified applicants from which Notre Dame will choose between one out of four or one out of three. It is impossible for anyone to say whether that will be you or someone else This will be equally true for ND’s peer schools.
