I’m also a racial and religious minority and have great recommendation from both my teacher who ive known for over 5 years and former mayor of my city. What can I do my senior year to improve my chances?

Your ECs look like you jumped into them as an upperclassman to fill a resume. That plus test optional makes it unlikely that you’d get in. Minority status might help, though.
