What are my chances of transferring into Michigan?

Need to know my chances of transferring into Michigan. Below average HS grades and only a 23 on the ACT. Currently a freshman at East Tennessee State University and wanting to transfer after sophomore year. With a near 4.0 gpa, being a contracted rotc cadet, and a solid business internship, can I get in? Willing to do ANYTHING and EVERYTHING including transferring to a Community College and becoming a resident of the state if that boosts my chances and if it is possible. Thanks!

Advice needed please anyone?

It is not likely you can become in state for UMich and it matter less to transfer admission than tuition. In the past, the transfer admission rate was around 40% but with a lot of fluctuation. You can look up the data in their Almanac. For 2017, it seems they may have an over enrollment with ~7000 freshmen. This may affect the transfer next year slightly.

Okay but with tuition not being a problem, can you give me an estimate as to if I would get in? And if staying at ETSU vs. going to a community college in Michigan matters at all for my chance of acceptance? And I would not be transferring next year but the year after next. I am currently a freshman. Also, any tips on resume builders that look good?

Can anyone give me an estimate if I could get in? And if the chances look low, what can I do to boost them… Is it possible to transfer into a less popular major at Michigan than business and would that boost my chance of getting in?
