Classes- AP biology , AP calc , AP USH , AP pyschology , AP human geography , AP physics, AP computer science. (My school only offers these and I am a year ahead in my graduating class)
EC- FBLA, VP of science club , member of science Olympiad , President of TSA, Govenors nominee.
Internship at a national company ( I do blueprints and other design projects for the company)
Volunteer - Food Bank and other places for the less fortunate.
I know my chances are not very high ( probably a 2%) but this might sound stupid but , I always believe I wanted to do biomedical engineering to help other people, to design aids that are comfortable( I am deaf in one ear. I don’t know if that lowers me in the admission prospect.) Hearing aids are so unappealing to me and I wanted to change it. Or be a business man to help influence smaller towns and other people for the greater good and to help the mental prospects of people ( My dad is bipolar btw so that influences me alot) . I don’t want to sound pitiful or anything I just want to get into that college because it’s my dream .
An ACT of 28 puts you in the bottom 11% of admitted students at UPenn. As an an engineering or business major, with Wharton for business, and SEAS for engineering being among the most selective undergrad schools at UPenn, you’d need much, much higher standardized test scores to have any kind of chance.
So if I can bring my Score to an 33 or an SAT to a 1500 , I’m good? I brought my act score up 8 points since 9th grade and I haven’t done the sat yet, and does being in a small rural area higher my chances?

A 28 ACT puts you well below the 25th percentile http://www.admissions.upenn.edu/apply/whatpennlooksfor/incoming-class-profile so you are right that your odds of acceptance are low.
I’m not sure why you think that you can only accomplish your dreams if you go to Penn. There should be many colleges that can give you the education needed to help you realize your goals. Be certain that you honestly asses your academic stats (including GPA, standardized tests, course rigor) as well as your financial needs and apply to a wide range of reach, match, and safety schools that appear affordable (you will have to run a net price calculator for each school you consider) and that you would be happy to attend. There are many wonderful schools out there where you can have a great 4 year experience and get where you want to go in life.

I see on the old post you asked if you would be “good” if you got your standardized test scores up. The answer is that with an acceptance rate of under 10% there is nothing that can make an unhooked applicant a sure thing for Penn. The school simply doesn’t have enough room to accept all of the very well qualified applicants.
I’d recommend that you continue to do your best but that you give up the idea of one hyper-competitive dream school.

If by good, you mean will my chances by similar to that of other similarly qualified applicants, only a small percentage of whom are accepted? then the answer is yes. If by good you mean am I sure to get in? Then the answer is no. By the way, though UPenn, does not require SAT subject tests in conjunction with the SAT, it is generally accepted that absent some reason that makes taking the tests difficult or impossible (low income) acceptance without submitting subject tests is rather unlikely.
ECs are good enough, but you’ll need to get great SAT scores and increase your ACT by at least 4-5 points to be competitive in your major of choice. Make sure you get good recs and have strong essays at well. Hopefully your dreams comes true, good luck!

Description - I know my chances are very low but is there any ways I can improve ? UPenn has always been my dream school I wanted to go to.
About me - This might seem stupid but I’m deaf in one ear( I don’t know if that lowers my chance ) I always seen how hearing aids looked and they seem so unappealing I always wanted to change that and wanted to make them better , so I wanted to be a biomedical engineer .On the other hand my dad is bipolar and I wanted to create something that made his and our lives easier in the business field . I have that sliver of hope that I will get into UPenn because it’s my dream school and I’m trying really hard in my EC this year but it’s difficult being teamwork based because I come from a small town so not alot of them really care so I’m stuck alone doing projects .
