What are my chances to go to decent university with high SAT/ACT scores and GED

Hi, I’m (supposed to be)a junior in US but due to different semester system, I am a sophomore again. I went to school in US for freshman to sophomore years and I moved to highschool overseas. I cannot adapt to the environment; different subjects, systems, and stuff.
So I ended up with a messed up GPA, though there’s a whole different system which you compete with others in your class, 2.0.
It’s not that subjects are hard but it’s just hard to assimilate into this school. I don’t have any problems with friends, though. So I’m considering taking a GED but I’m concerned that it just doesn’t feel like it is legitimately same with having high school diploma.
It has been really hard to focus on school works because I want to take APs and SAT which no one cares here. I feel like I’m wasting my time. Also, unless I dropout, I can’t take APs and more than two subject tests because I don’t have time to manage everything.
I want to go directly into 4-year-university.
Do I have any chance of getting into universities like UGA or some competitive universities with high SAT score (1350-1450 or higher if necessary) and high GED score?
I want to pursue major in bioengineering or biomedical engineering.
