I’m sorry but Stanford is not happening. I’m not going to say that your ACT is the problem, your GPA is. That’s not a Stanford GPA, class rank, or ECs, even if you’re at a top public high school. UCB is a match. Ironically UCB is, percentage wise, easier to get in OOS than IS. There are just so few OOS people that apply to it that almost 40% of OOS applicants get in. However, you will still need to make sure you keep that GPA up to get in.

Also Michigan, while it may appear easier to get into, you’re going to have to keep in mind that the numbers are skewed. Although in the past Michigan admitted 50% of it’s applicants, the numbers dropped to 40% last year because there were approximately 40,000 applicants, and almost all of the increase came from OOS. I’m guessing that about 15,000 of the applicants were IS kids and about 7k were accepted, while probably out of state had 25,000 applicants and probably 8k were accepted. It’s expected that this year will reach at least 45,000 applicants if not more. The number of accepted students will not change, nor with the IS pool change much, only the OOS will really change. So what you’re facing is about a 33% acceptance rate overall and probably 26% OOS acceptance rate. If you’re not careful, you will get rejected from Michigan as well. Lot’s of OOS kids that thought Michigan was a safety type school will get a rude awakening this year when they find out that Michigan’s become a lot harder to get into with the switch to the common app. Unless you get admitted EA, getting a bunch of Bs this semester will probably get you waitlisted.
