What do they look at?

Heyy so most of you probably know that if you're from china or south korea it is much harder to be admitted to top schools because ALOT of students from those countries apply every year. But do the admission office look at where the applicants are living in right now or do they look at their citizenship? For example right now I'm living in China because of my dad's business and I'm attending an american international school. But I hold a canadian passport and I've lived in canada basically my entire life until a few years ago. Will I be regarded as a chinese student or a canadian student?

Thankss.

You will be regarded as a Canadian int’l applicant w residency in China.

And, no, you won’t have to take the TOEFL.
