<p>I think you can list Eagle Scout as a national accomplishment.
Scouting in general would only be a national level EC if you are participating in national projects, Jamborees etc. And even then the majority of your participation would be with your local troop, not the national group. But most ECs should be “local” so that you can have meaningful long term involvement. </p>
