<p>If the financial aid is short of what you need to attend without excessive debt, then you need to check for sufficiently large merit scholarships. If such merit scholarships do exist, then your reach/match/safety assessment must be based on getting the merit scholarships, not admission. If no such merit scholarships exist, then the university is unaffordable and not worth applying to.</p>
