So I applied to the University of Washington and its honors program. If I’m not excepted to the honors program will I still be excepted into the university itself?

You must have completed a regular application as part of your Honors application. You will actually hear about your regular application before you hear from the Honors committee. In short, you have to be admitted before being evaluated for Honors.
