What is considered low income?
<$40,000?
<30,000?
<20,000?
Are there different cut offs to qualify for low income at certain universities?

Different cut-offs for different universities... For example, Harvard doesn't expect anything from students who's parents make a combined income of <40,000 --- And those between 40-60 aren't expected to contribute more than a few thousand dollars a year...

What would the general range be?

It would depend upon the school. While 60,000 would be considered low income fro a school with a 40,000+ price tag, it probably would not be considered low income at your state university or other public school.

FOr most low income students, a key indicator would likely be your eligibility for the following federal programs: Pell grants as lower your EFC is to zero the closer you are for getting the maximum pell award, National opportunity programs where eligibility is based on federal guidelines of income and family.
