Yes…

People who are not citizens or greencarders generally = international; with very few specific exceptions.

Living and studying in the US means that you have a US HS transcript, and that you probably will have letters of recommendation, and extra-curricular activities like those of US students. So your application process will be relatively easy.

US citizens, permanent residents (green card status), and members of certain non-permanent immigrant groups are eligible for federally determined financial aid. The kind you get by submitting the FAFSA. If you don’t fall into one of those categories, you are “international” as far as aid is concerned. If you need financial aid, your options for higher education will be more limited.

Some states will grant you in-state status for tuition purposes at public colleges, community colleges, and universities based on the length of time you have lived in that state, and/or the number of years you have been in schools in that state, and/or graduation from a HS in that state. Each state makes its own policies, and these policies may even vary from one public college/community college/university to another within a given state, so you will have to do some research.

You may be able to study in the US with your current visa status, or you may need to convert your current visa to an F-1 in order to study. Each visa category has different rules. Again, this is something that you need to research.
