What does this mean? Outstanding balance? Does it mean reimbursement? If yes, how does it work?

It means you have a CREDIT on your account. Money to the good. Excess funds. A surplus amount. Overpaid.

Keep in mind this is only over and above any charges that are due and have been posted.

so the money is return into my card? or do I have to go to the office to get it?

Well, it depends on which account it is, such as your tuition account or your meal card account.

If you are never going to get any more charges from UCR, I suspect you’d have to request a refund. However, if there are any more charges coming down the pike, it might be best to just “let it ride”.
