anyone know when they start reviewing apps for RD and deferred applicants?

or when they started?

They've started already.

In fact, first reading's done.

whats the first reading? and how do you know this?

First reading is just the first time through. They read and reread all of the apps several times. And I'd certainly hope that they're making good progress, because decisions come out in just under a month!

I'm sure about neither Penn's process nor timeline, but this is a description of the reading process from Brown:

"All applications to Brown are read and rated, at the very least, twice. The first reading is assigned randomly, and the second is done by the admission officer responsible for the geographic region in which your school is located.

Every application is rated by each reader for potential academic performance at Brown and for non-academic impact on the Brown community. After applications have been reviewed for potential academic and personal impact on the Brown community, the selection process begins."
http://www.brown.edu/Administration/Admission/applyingtobrown/admissioncriteria.html

Two officers will read your application separately and rate you out of 9, 9 being the best, in four categories. Then the regional director (the first person to read your app) will then pitch your application to the committee with the dean of admissions present, and it will debate on whether to admit or not.

Do you know what the four categories are Dionysus?

your regional admissions officer is going to advocate for you (unless the case is horrible) since he/she wants more people accepted from his/her region

i would imagine something along the lines of:

1.) academic record (grades and courseload) + test scores
2.) ec involvment
3.) application quality/essays/demonstrated interest in school
4.) unique characteristics? (legacy, demonstrated passions, and other unique things?)

thats a complete and wild guess based on what i know of penn and what i think i know of penn. maybe test scores is a seperate thing.

btw, how do you know this is how they review applications?
