But when do they first review the RD admissions?

My CMU tracking page says folder pulled, committee read. Dated Jan 11.

They started reviewing mine on the 9th, with no transcript thus far(they're probably working their asses off sorting the thousands of pieces of mail sent!).

i went to Penn's admission office on Jan. 2, and the two women at the front desk (adcoms, i'm assuming) were flipping through someone's common app...

That scares me. I may already be rejected.

"review" is vague.
"they" is also vague.

Schools vary in methods. I know MIT has at least two officers read each app until mid-Feb. Then they meet in committee and make decisions.

I think Harvard reads apps until late Feb and then meets in a huge committee of everybody to make decisions.

Yale reads, then meet in regional committees to sort out apps and to determine the relative strength of apps across a region, then meets in big committee to make decisions.

For schools that send likely letters, the strongest apps get pulled out during reading (before committee) and probably sent to the dean for review.

If you mean "review" like "start reading", then Harvard claims they've started reading since early December. MIT started reading last weekend.
