When do you apply to engineering school?

I specifically know that for UCLA, I would need to apply to the engineering school during senior year and if I get in, take freshman classes at the engineering school. I assumed this would be the same for every university, and when I talked to my friend about applying to the engineering school at U of Arizona as well, he told me that no one applies to engineering schools this soon yet because it's a graduate school.

Now I'm horribly confused...do I or do I not apply to engineering schools during college applications?!!!

It depends on the university. Many universities have frosh applicants apply to the engineering division or a specific engineering major. Others just have frosh applicants apply to the university as a whole, to declare major later. The latter are usually wealthy private schools that have sufficient excess capacity to accommodate students changing their major at will (but potential engineering majors still need to start on the course work as frosh). You need to check each university for its policies.
