When does the waitlist move for a class reserved for certain majors?

<p>So I want to sign up for an IB class, but open seating is full. Do they start adding people from the waitlist at the end of Phase I or do they at the end of Phase II? I want to know because I don't think it's worth it if people that sign up in August get in before me =/</p>
