<p>Yes, it is best to have everyting in by September or October. There is no excuse for not doing so.</p>

<li>apply in early September with not-so-great SATs, then send in better scores in late October
or</li>
<li>wait for improved scores and send in everything together in late October</li>
</ul>
<p>Late October is still ok, but not later.</p>
