I am a junior, and I'm wondering when I should apply to college. I am planning on applying to MIT, Caltech, UChicago, UPenn, etc. This is probably a really stupid question, but I need to know. I'm thinking winter of senior year.

No, more like the Fall of Senior year.
You want to be ahead of the game so that just in case there are any complications with your applications you have the time and lee way to do so!

Cool, I think the MIT applications opened in August this year. I really need this summer to do some things to put towards my application, and I was making sure I shouldn’t have already applied.

Applications for the next cycle start coming out in late summer/early fall. Go to the college websites and read their application deadline information.

Apply now if you have the completed creds. Best advice you’ll ever get.

Well woops not NOW, but for any schools that have a spring start program.

@nambugoldstone: first have the “money” talk with your parents. What can you afford? Then what other schools will you consider? Carnegie Mellon? Purdue? UMich? Ga Tech? Rose Hulman? RIT? Colorado School of Mines? Cooper Union? Then investigate of a school’s Early Decision or Early Action program might fit you. See what public schools may have rolling admissions to give you a “sure thing” early in the cycle.

I’m on auto accept for UT Austin. Money’s not an issue, they can pay for everything. Those schools, plus Berkeley and Stanford are the only others I’m applying to.

Make a spreadsheet. Go to each college website and note the due dates upcoming for fall/winter. You may want to consider applying EA where applicable.
