When should I be hearing back from colleges?

One of the schools I applied EA to says that the decisions "will be released by December 31." Does this really mean that they'll come out on the 31st or should I expect the decision sooner? Also are ED release dates subject to change?

Yes they are subject to change. The dates are goals. Generally they can shift to the left. But sometimes to the right (UMich last year had to delay decisions for some of their EA applicants due to the volume). Frankly see if there’s a patter of earlier than the 31st notifications. Or better yet, call the school and ask if they anticipate notifying earlier. Good luck

You do not mention college. For many, the dates are the actual release dates and they are essentially cut in stone, e.g., the ivies stick to the release date given. For others, the date represents the probable last date for a response but you could be informed before the date.

Look up the history of that school in EA announcement in this forum and you will have a better estimate. Very often, they release admission notice by batches over a few days (sometimes even a few weeks).

^Good call, thanks
