Have you read Harvard’s webpage for international students: https://college.harvard.edu/admissions/application-process/what-we-look/interviews
UK AND CANADA
You will be contacted directly by an interviewer.
COUNTRIES WITH APPLICANT-INITIATED INTERVIEWS
If you are applying from one of the following countries, you should initiate contact with one of our interviewers once you have submitted your Common Application. Please email us with your full name, the name of your school, the country in which your school is located, and, if different, the country where you are located.
Argentina, Bahamas, Bolivia, Colombia, Costa Rica, Estonia, Finland, France, Greece, Ireland, Israel, Italy, Japan, Jordan, Norway, Palestine , Panama, Switzerland, UAE
COUNTRIES WITH LIMITED INTERVIEWS
If you are located in one of these countries, you are in an area where we have a limited number of interviewers. If the Admissions Committee requires more information about you, you will be contacted by the Admissions Office. If you are not interviewed, it will not adversely affect your candidacy:
Albania, Australia, Austria, Bahrain, Bermuda, Botswana, Brazil, Bulgaria, Burundi, Cambodia, Chile, China, Croatia, Cyprus, Czech Republic, Denmark, Ecuador, Egypt, El Salvador, Germany, Ghana, Guatemala, Honduras, Hong Kong, Hungary, India, Indonesia, Jamaica, Kenya, Korea, Kuwait, Lebanon, Malaysia, Malta, Marshall Islands, Mexico, Monaco, Morocco, Nepal, Netherlands, New Zealand, Nicaragua, Nigeria, Oman, Pakistan, Philippines, Poland, Peru, Romania, Russia, Saudi Arabia, Singapore, Slovakia, Slovenia, South Africa, Spain, Sweden, Taiwan, Tanzania, Thailand, Trinidad and Tobago, Uganda, Ukraine, Venezuela, Vietnam, Zambia, Zimbabwe
Yes, of course. I am in a country with a limited number of interviews. But so are other cc users who claim they already had their interviews over skype with admission officers, that’s why I am a little agitated.

You just have to take Harvard at their word that a lack of an interview means nothing.

Well last year one Nepalese friend had two interview sessions: one with an alumnus and another with the admissions representative. So usually they conduct interviews whenever possible.
