When’s the best time to send it? I’ve already written it and just have to check to whom I should sent it.
You send it to the regional rep and cc the general admissions office address. When to send it is a little trickier. I assume you have been deferred. Right now, adcoms will be extremely busy. You don’t want your app forgotten, but you also don’t want to be a pest.
I would maybe wait a week or so. In your email, be targeted, be brief, be sincere. Don’t just say you can see yourself at the college. State why, clearly, you will be a fit, referring back to their mission statement. Ideally add some new piece of info you weren’t abe to add before, for example your interest in medieval art and how you would look forward to the seminar taught by prof X, and maybe minoring in classics. Something that shows you feel engaged by this college and its offerings. Of course state unequivocally that it’s your top choice and you will attend if accepted. If you are expecting any awards, special opportunties, etc…you may want to wait unitl you can add that info to your application. Good luck.
My generic recommendation is by early February. Admissions officials are going through the regular admission pool now. They tend to normally re-review deferred applicants after their review of the RD crowd (or the final stages of that review). If you happen to expect a certain award or accomplishment around that time frame, you may consider waiting for a result to report.
