Would my chances of admission be significantly decreased if I applied to Northwestern or UPenn (both RD) in November after getting SAT scores than if I applied early (like August)?

Of course not. They won’t review your application until it’s complete anyway. Applying in August helps you at colleges with rolling admission deadlines – but again, only once your application is complete.

With colleges that have a fixed (not rolling) deadline), as long as you’re in by the deadline, you have the same chance you would have if you had applied earlier (barring a significant change in your record during the time in between, of course).

are there any well-known colleges that use rolling…? :|

Michigan does

Do they start reviewing the application once it’s completed or when the deadline closes and they review all of them?

They start reviewing them before the deadline closes. Even for their early response deadline decisions tend to be released in a rolling admissions fashion.

So neither Northwestern nor Penn has rolling admissions?

No, your chances of admission would not be significantly decreased.
If you’re a qualified applicant who wants to attend their school, it won’t matter if you send in your app five months early or at the last minute.
